Are Philippine colleges international colleges?

CHED is concerned that the level of college education here is not at par with those of other countries. So, this agency, which is in charge of higher institutions in the country, has proposed some reforms. But until that time, are we better off going abroad to pursue our degrees in US colleges and universities? Should we start looking at MBA personal statement and sample personal statements to prepare ourselves for the application process for these schools?
