A human rights issue regarding Pinays in the Philippines and abroad

Economic ncertainty is one of the primary reasons why some Pinays resort to jobs involving the sex trade. Women trafficking does not only happen locally, but is also observed to happen overseas. One of the destinations of many Pinays is Japan. In Japan, they work as entertainers and marry Japanese nationals to be able to stay there legally. The government gives advice for women regarding the penalties in participating in this human rights violation. Why is it still a serious problem despite the "efforts" of the government?
